Oregon Psilocybin Program Draft Rules Update

I wanted to take a moment to bring you up to speed on where we are at in the process of implementing the first ever psilocybin therapy program here in Oregon.

First, I am excited to report that the program is on track to launch in 2023.

As a quick reminder, the text of Measure 109 sets the goal for OHA is to begin to receive applications for licensing of service centers, manufacturing centers, and facilitators in January 2023. I expect this goal to be met based on the work from all partners committed to implementing a program that is safe, accessible and equitable.

It’s important to remember that “receiving applications” does not mean “services are available to the general public.” It will likely be late in 2023 before the general public has access to psilocybin services. We’ve made a lot of progress over the last year, and there’s still much work to do, but we’re right where we’d hope to be.

Second, the first round of draft rules for facilitator training programs, psilocybin products and testing have been published! These rules mark an important step in our path towards launching licensure. These rules are open for public comment from April 1st through April 22nd.

You can comment on draft rules either in writing by sending an email to OHA.Psilocybin@dhsoha.state.or.us or by participating in one of OHA’s virtual public hearings on April 18th or 21st.

A second rulemaking process will occur for the remainder of the rules beginning in September 2022.
